Recently, the Shenzhen Municipal Finance Committee and the Shenzhen municipal government procurement center announced the list of designated hotels in the 2015-2016 annual meeting of the party and government organs. The 70 hotels were listed on the list, of which five star hotels were quite numerous. Compared with the previous year, the new regulation this year was that no longer designated hotels were designated by the civil servants' travel. Besides the 70 hotels, they could also choose cheaper places.

Recently, the Shenzhen Municipal Finance Committee and the municipal government procurement center issued the notice on matters related to the designated hotels in the 2015-2016 party and government organs meeting, which indicated that after the tender work of the 2015-2016 "annual meeting of the party and government organs designated hotels" by the procurement center, 70 designated service enterprises of the party and government organs were identified, and the list of hotels was announced.


According to the Municipal Finance Committee, this year's designated hotels are eligible for tendering, that is, the number of successful suppliers is not set. If the hotels consider that they can meet the conference's comprehensive quota standard and accept the price requirements and service commitments, they can sign up to respond to the bid. The star level is not set up as a qualification requirement for the project.

As long as it meets the qualification requirements and the comprehensive quota control standard, the designated hotels can be selected through public bidding and examination.

That is to say, luxury hotels can become government designated hotels as long as they "drop their prices".

According to the comprehensive quota control standards announced by the notice, the meetings of Party and government organs are divided into three levels. There are some changes in the level and quota and the previous year. A class meeting adjusts the amount of 660 yuan per person per day from the previous year's 510 yuan, and the two class meeting is adjusted from 400 yuan to 550 yuan, and three class meeting quota 450 yuan unchanged.

This year, the standard of accommodation and meals is no longer specified, and accommodation fees, meals, conference room rents, pportation costs, paper printing fees and medical expenses are unified.

Compared to the 61 hotels designated in the 2013 to 2014 government meetings and the official accommodation reception, the designated hotels in the new year are limited to meetings, not including public services such as travel.

The Municipal Finance Committee said that the implementation of fixed point management is not in accordance with the regulations issued by the central government and the state agencies on travel expenses management issued in December 31, 2013.

According to the provisions of the ninth and tenth provisions on the management of meeting expenses of municipal Party and government organs and public institutions in Shenzhen, the meeting rooms, auditoriums, guesthouses, guest houses and training centers of units which are lower than the conference comprehensive quota standard may not be included in the designated areas, and may be preferred as the meeting place of this unit or the system.

Therefore, if the price of an unspecified hotel is advantageous, it can also become a venue for public meetings.

It is understood that in addition to the management of conference fees and travel expenses, the Municipal Finance Committee has also issued more stringent and clear management measures for funds for temporary overseas going abroad (territory), short-term training abroad, and domestic training fees. The purpose is to implement strict regulations.

The Municipal Finance Committee has carried out strict control and key examination on the "three public" funds. It has been managed separately and controlled and reduced according to relevant policies and regulations.

It is reported that the funds for going abroad for public affairs are strictly controlled by both plans and budgets, and the total size of funds is controlled. The reception fee is cut by half on the basis of 2013 reduction in accordance with the regulations. In 2014, a total of 46 million yuan is deducted from the city level.
