According to the planning plan, the first phase of the park is planned to be 430 mu, which is mainly composed of two parts: e design block and innovation and Innovation Park in China (Hangzhou Bay). At the same time, the leisure entertainment and sports fitness projects are actively introduced to create a dynamic public activity space, and constantly improve the functions of dining, accommodation, nursery, medical, pportation, banking and other functions, create a dynamic public activity space, and create a good environment for starting a business.

The main project in the first phase is China (Hangzhou Bay) e design block adopting "government guidance, professional management".

The way of "operation" to achieve the cross boundary integration of "industrial design + e-commerce" will be the first innovative platform for the coordinated development of industrial design and e-commerce industry in China.
